According to the relevant regulations promulgated by the National Telecommunications Regulatory Authority of Egypt (NTRA), all communication equipment used in Egypt, including terminal equipment, radio communication equipment, etc., must obtain NTRA certification.
NTRA certified product range
All communications equipment used in Egypt must be NTRA certified. include:
(1) Terminal equipment
Various types of telephones;
Fax machine (sound connection device);
Plug-in/payphone;
LPU (line protection device);
Various types of mass/private switches;
GSM mobile station and telephone.
(2) Radiocommunication equipment:
Radio transmitting/receiving device;
Satellite communication equipment;
cordless phone;
Radar device.
(3) All indoor/outdoor, limited/wireless IT communication equipment.
What are the objects that need to apply for NTRA certification?
Anyone, business or company that supplies telecommunications equipment for the first time in the Egyptian market. include:
Any local manufacturer or authorized organization that manufactures or assembles communications products;
Any overseas client;
Any institution that is registered locally on behalf of the interests of overseas clients.
Standards adopted by NTRA certification
NTRA certification includes international certification certificates and certification marks including CE and FCC. That is, telecommunications equipment applying for NTRA certification must first meet the requirements of CE and FCC regulations, pass relevant standards testing, obtain accreditation certificates and affix corresponding signs. The standards used for NTRA certification for telecommunication equipment are shown in Table 1.

Wireless terminal product NTRA certification
Wireless terminal products must first consider the frequency bands they use and must comply with the Radio Spectrum Division of the Egyptian Telecommunications Regulatory Authority. CE and FCC have different certifications for wireless terminal products. Products based on CE certification must comply with R&TTE directives on electrical safety, electromagnetic compatibility, radio frequency, personal safety, and obtain EU certification agency (NB) audit certificates or opinions. book. Common harmonized standards include: product name, model number, software and hardware version, frequency band used, power, compliance standards, test reports, and technical document numbers. The FCC mainly considers compliance with electromagnetic compatibility, radio frequency, and personal safety. Products based on FCC certification must comply with the relevant provisions of 47 CFR Part 2, Part 22, Part 24, etc., and apply for and obtain the American Telecommunications Accreditation Body (TCB). Review the certificate.
Telecom terminal products NTRA certification
For telecommunications terminal products connected to the public telecommunication network, CE certification mainly considers electrical safety, electromagnetic compatibility, and performance. It needs to pass harmonized standards such as EN 60950-1, EN 55022, EN 55024, and TBR 21, TBR 38. And other interface performance test standards. The authentication mode can adopt the way of self-declaration or NB certification. The FCC mainly considers electromagnetic compatibility, electrical safety and other aspects, and needs to comply with the relevant provisions of 47 CFR Part 68. Through tests such as TIA-968-A, the authentication mode can adopt the method of self-declaration or TCB certification.
NTRA type approval application
Submit an application form on the website of the National Telecommunications Regulatory Authority (NTRA) in Egypt;
An import/production license issued by NTRA;
Detailed original catalogue, technical documentation, and equipment specifications describing the system description;
Manufacturer's Declaration of Conformity or an accredited test laboratory's test report on whether the equipment complies with relevant standards in terms of telecommunications/radio, EMC, EMI, safety and health;
Certificate of origin from the manufacturer;
Type certification fee;
The terminal device requires two samples for testing.
NTRA type certificate
(1) The competent authority shall issue only one type of certification for the same trademark and model of equipment when the equipment meets the following requirements:
Applicants must meet the requirements of the Type Approval Regulations
Telecommunications equipment meets all relevant requirements
(2) The type certificate shall indicate the certificate holder, the certified equipment, the standards to which the equipment complies, the manufacturer and the manufacturer's country of origin.
(3) There is no time limit for the type certificate if no unauthorized modification has been made to the certified device
(4) Type Approval Certificates do not authorize the use of approved products that provide telecommunications services to others, and require certificates to be used only by certificate holders. Approved products should not be combined in any way that requires a license or the Telecommunications Act No. 10/2003.
Factory inspection and pre-shipment inspection
Factory inspection is part of the type certification process, which means that the laboratory should check the relevant certificates and documents provided by the manufacturer when applying for the test certification, as well as the production site where the equipment is applied. The certificate must comply with the manufacturer's production and business scope as determined by the ISO quality system certificate. When necessary, the laboratory should review the quality aspects of the manufacturer's product consistency and quality testing capabilities.
Pre-shipment inspection means that the accreditation body will arrange pre-shipment verification based on the results of the factory inspection and inspection certification, including the conformity of the products and samples to be shipped, the number of samples, and so on. When necessary, the accreditation body can carry out relevant tests on the products to be shipped to ensure the authenticity and effectiveness of the products shipped.
