Introduction to SRRC Certification

    SRRC is the State Radio Regulatory Commission of the People's Republic of China SRMC certification (also known as SRRC certification). Since June 1, 1999, the Ministry of Information Industry (MII) has mandated that all Radio component approvals (Radio Type Approval Certification) must be obtained for radio component products sold and used in China. The State Radio Monitoring Center (SRMC), formerly known as the State Radio Regulation Committee (SRRC), is the only institution in mainland China that has been authorized to test and certify radio model approvals.

    At present, China has set a special frequency range for different types of radio transmitting equipment, and not all frequencies can be legally used in China. In other words, all radio transmitting equipment sold or used in its territory will specify different frequencies. In addition, applicants must pay attention to the scope of certain radio transmission equipment, not only apply for the "Radio Model Approval Certification", but also must apply for China Compulsory Certification (CCC) or Network Access License (MII) approval.

Why apply for SRRC certification?

The E-Commerce Law was implemented on January 1, 2019!

The Radio Transmission Equipment Type Approval Certificate is a compulsory certification qualification set by the State. The National Radio Committee will strengthen the management of radio transmission equipment from 2016 to 2020, and Article 15 of the E-commerce Law, which will be implemented on January 1, 19 The requirements for qualifications are clearly defined, and the Beijing Radio Commission begins to conduct spot checks on platform products. All products with wireless communication functions such as WIFI and Bluetooth are required to have a Radio Transmission Equipment Type Approval Certificate.

From December 4, 2018 to January 31, 2019, at the self-examination stage (the model approval certificate is not available, and the corresponding testing institution can apply for it).

The first round of spot checks was conducted from February 1, 2019 to March 31, 2019. (If you do not have qualified products, you can apply for the cabinet after you have qualified.)

On February 1st, 2019, the key category system is equipped with single item qualification management. When the new product is launched, it is required to submit the item type approval certificate in the VC system.

Information required for SRRC certification (no requirements)

    1. Application Form (Annex 1): stamped with the official seal and signature of the legal person;

     2. Letter of commitment (Annex 2): stamped with the official seal and signature of the legal person;

     3. The power of attorney (Attachment 3): affixed with the official seal, the applicant of the application form is consistent with the entrusted manager;

     4. Applicant's business license, overseas applicants provide legal organization certification materials: stamped with official seal;

     5. The applicant's ISO certificate (providing a processing agreement and ISO if there is no production capacity);

     6. The valid identification of the manager: stamped with official seal;

     7. Product specification (listing the model approval code display mode), technical manual or technical specification (including frequency, power, bandwidth and other information, Annex 5), circuit schematic, block diagram;

     8. List of key RF components (Annex 6);

     9. Product nameplate and six-sided photo (Attachment 4);

     10. Display the model approval code in electronic form, provide instructions for displaying the model approval code and electronic signage style;

     11. Import / sales contract or proof of behavior materials.

SRRC certification process

The latest application process: directly commissioned by the Ministry of Industry and Information Technology

Before the change: After the applicant directly sends the sample inspection agency to obtain the report, the registration model approval acceptance network submits the report and the application materials for approval and issuance.

After the change: the applicant applies for the application for registration of the model approval acceptance network. After the formal verification, the Ministry of Industry and Information Technology entrusts the testing organization, the testing organization will test and submit the report, and the Ministry of Industry and Information Technology will approve the application materials and technical results and then issue the certificate.

Cycle: 8 weeks or so (can increase the cost to 6 weeks to complete, Bluetooth, WIFI products)

First, the application process

    (1) To apply for the approval of radio transmitting equipment, the following materials shall be submitted:

    1. Application Form for Approving Radio Transmission Equipment Models;

     2. A copy of the “Enterprise Legal Person Business License” of the applicant, the introduction of the production capacity, technical strength and quality assurance system of the applicant;

     3. Equipment model technical manual or technical manual, circuit block diagram or schematic diagram and instruction manual;

     4, a set of color photos of the equipment, the photo should clearly show the application unit, equipment model, equipment serial number signs and equipment structure size;

     5. A copy of the documentary evidence of the foreign approval of the equipment of the foreign applicant;

     6. If the handling unit is an agent application unit, it shall submit a copy of the “Power of Attorney for the Approved Radio Transmission Equipment Model” and the “Business License for Enterprise Legal Person” of the application unit;

     7. The “Test Report” is approved by the model issued by the testing agency certified by the Radio Authority for the semi-annual period;

     8. The applicant or the applicant of the application unit must hold a copy of the company's employee identification and personal valid identification certificate presented by the equipment application unit or the agent application unit.

    (2) The domestic application unit or its entrusted application unit submits an application to the radio management agency of the province, autonomous region or municipality directly under the Central Government. The radio regulatory agencies of all provinces, autonomous regions and municipalities directly under the Central Government shall complete the preliminary examination within 5 working days from the date of accepting the application. If the initial review does not agree, the application materials will be returned to the applicant. If the preliminary examination agrees, the application materials will be submitted to the Radio Administration of the Ministry of Information Industry.

Second, the procedures for acceptance, review and decision

    (1) The Radio Administration of the Ministry of Information Industry reviews the application materials received. If the application materials are incomplete or do not conform to the statutory form, they shall inform the applicant of the materials that need to be corrected on the spot or within 5 working days. If the application materials are complete and conform to the statutory form, or if the applicant submits all the correction materials as required, it shall be accepted and notified to the applicant in writing. If it is not accepted, the applicant shall be notified in writing.

    (2) The Radio Administration Bureau of the Ministry of Information Industry shall make a decision on approval or disapproval of the model approval application within 35 working days from the date of acceptance. For approval, the "Radio Launch Equipment Type Approval Certificate" shall be issued; if the approval is not granted, the applicant shall be notified in writing and the reasons shall be explained.
