United Nations Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria, Section 38.3 - UN38.3 Certification.
To ensure the safety of air transportation, and to meet the customer's transportation needs for lithium-containing battery goods, according to the relevant provisions of the IATA "Dangerous Goods Regulations", the operation specification of rechargeable lithium battery, that is, UN38.3 (UNDOT) test.
According to the requirements of civil aviation regulations, airlines and airport cargo collection and transportation departments should review the transportation documents of lithium batteries. The most important is the safety test report of each type of lithium battery UN38.3. The report may be provided by a third-party testing agency designated by the civil aviation (such as Fornas testing) or by a battery manufacturer with testing capabilities. If this test report is not available, civil aviation will ban lithium batteries for air transportation.
UN38.3 refers to Section 38.3 of Part 3 of the United Nations Handbook on the Testing and Standards of Transport of Dangerous Goods, which is specially developed for the transport of dangerous goods in the United Nations. It requires high-simulation, high-temperature cycle and vibration test before lithium battery transportation. , impact test, 55 ° C external short circuit, impact test, overcharge test, forced discharge test, in order to ensure the safety of lithium battery transportation. If the lithium battery is not installed with the equipment, it must pass the 1.2 m free drop test.
UN38.3 certified product range
1. Various power lithium secondary batteries (such as batteries for power vehicles, batteries for electric road vehicles, batteries for power tools, batteries for hybrid vehicles, etc.)
2. Various mobile phone batteries (such as lithium ion batteries, lithium polymer batteries, etc.)
3. Various small secondary batteries (such as laptop batteries, digital camera batteries, camera batteries, various cylindrical batteries, wireless communication batteries, portable DVD batteries, CD and MP3 player batteries, etc.)
4. Various primary batteries (such as lithium manganese batteries, etc.)
UN38.3 test project
T.1 height simulation test
T.2 thermal test
T.3 vibration test
T.4 impact test
T.5 external short circuit test
T.6 collision test
T.7 overcharge test

Judging test eligibility criteria
a. T.1 - T.4 No mass loss, no leakage, no exhaust, no disintegration, no cracking, no ignition, open circuit voltage is not lower than 90% before test
b. T.5 – T.6 surface temperature does not exceed 170 ° C, no disintegration within 6 hours of testing, no cracking, no fire
c. T.7 – T.8 test without disintegration within 7 days, no fire
Packaging requirements and conditions
Lithium batteries and lithium battery packs shipped may be transported as non-restrictive items (non-dangerous goods) if all of the following conditions are met. If any of the following conditions cannot be met, it should be handled in accordance with the UN3090 or UN3091 dangerous goods collection and delivery requirements:
(A), restrictions on lithium content
1. For lithium metal or lithium alloy primary batteries, the lithium content should not exceed 1g; for lithium ion primary batteries, the rated watt hour should not exceed 20Wh.
Note: The primary battery is also called the battery core.
2. For metal lithium or lithium alloy batteries, the total lithium content does not exceed 2g, and the rated watt hour for lithium ion batteries does not exceed 100Wh.
Note: The above "lithium content" means the amount of metallic lithium present on the anode of a lithium metal or lithium alloy battery.
For lithium metal or lithium alloy primary batteries or batteries, the "lithium equivalent content" in grams is calculated by multiplying 0.3 ampere-hours of rated capacity. For example, if a mobile phone lithium-ion battery has a rated capacity of 800mah (800 mAh), its "lithium equivalent content" is: 0.3 X 0.8 (ampere-hours) = 0.24 grams.
(2) Compliance with UN test requirements
Each type of primary battery and battery has been tested and found to comply with all requirements of Section 38.3 of Part 3 of the UN Manual of Transport and Standards for the Transport of Dangerous Goods.
(three), packaging requirements
1. Unless installed in a device (such as a mobile phone, camera, walkie-talkie, laptop, etc.), the battery and primary battery must be packaged separately to prevent short circuits and contained in a sturdy outer package.
2. Unless installed in the equipment, if each package contains more than 24 primary batteries or 12 batteries, the following requirements must be met:
1) Each package must be marked with the special measures that should be taken when the lithium battery and the package are damaged.
2) Each shipment must have a random file to explain the special measures that should be taken when the lithium battery is contained in the package and the package is damaged.
3) Each package must be able to withstand any orientation of the 1.2m drop test without damaging the battery or cell in the package, without changing the position of the battery so that the battery and the battery (or primary battery and primary battery) Contact, no battery leaks from the package.
4) If the battery is transported separately, the gross weight of each package shall not exceed 10kg.
UN38.3 test version revised to version 6
Section 38.3 (UN38.3) Rev.6 of Part 3 of the UN Manual of Testing and Standards for the Transport of Dangerous Goods, has been released, which will replace the current Rev.5 version, where the testing requirements for lithium batteries are large. The changes are mainly as follows:
Change 1: In the section 38.3.4.5.2, the ambient temperature requirements of the T5 test items were changed.
Variation 2: In the section 38.3.4.4.2, the peak acceleration value of the acceleration shock is modified. The small battery exceeds 4.48Kg, the peak acceleration is less than 150gn, the large battery exceeds 12Kg, and the peak acceleration is less than 50gn.
Note: In section 38.3.4.2.2, the high temperature storage temperature value of test item T2 has been changed back to 72 ± 2 °C from 75 ± 2 °C. Please contact Flux Compliance Service Laboratory for details.
